Abstract

In the 21st century, the impact of digitalization has led to the transformation of traditional diplomacy into digital diplomacy, resulting in significant changes in both international relations and diplomatic education. States and international organizations have increasingly employed social media and digital technologies as tools of foreign policy and public diplomacy—an inclination that accelerated during the COVID-19 pandemic.

Digital diplomacy has become a strategic instrument for crisis management, influencing public opinion, and combating disinformation, while the roles of civil society and individuals in this domain have also expanded. This transformation has necessitated the integration of digital competencies into diplomatic education, prompting universities and think tanks to develop new programs in response.
