Using a qualitative approach, the research involved a systematic review and critical analysis of the literature on the legal frameworks in each country, with a focus on identifying key similarities and differences. The analysis was conducted using a comparative approach, which allowed for a detailed understanding of the legal frameworks in each country and enabled a comparative analysis of the strengths and weaknesses of each approach. The findings highlight the importance of legal frameworks in addressing extremism and terrorism, and provide valuable insights into the strengths and weaknesses of the approaches taken in Germany and Kazakhstan. The paper concludes with recommendations for future research and the development of effective rehabilitation programs.
