On November 12, 1995, the new constitution of the Azerbaijani state was adopted by voting. According to our new constitution adopted on November 12, 1995, the economic, political, and legal foundations of the state were determined and the foundation of our legal state-building was laid. Fundamental measures were taken to create a legislative base. The activities of the National Assembly were strengthened. During this period, laws on taxes, courts, political parties, and reforms were adopted. The adoption of our constitution in 1995 was a major, historical stage in the development of Azerbaijan as an independent state
