Milk production in Kazakhstan is concentrated in the northern part of the country, where favorable climatic conditions and large tracts of land provide the ideal environment for dairy farming. The Northern region, with its substantial number of dairy farms, represents a key area for economic development. Yet, despite the potential for growth, there remain significant barriers to optimizing milk production and processing. For instance, much of the dairy sector continues to rely on outdated farming practices and processing technologies. Additionally, the economic policies and regulatory frameworks affecting the dairy sector require modernization to align with the evolving market conditions and international standards.

The purpose of this study is to conduct a comprehensive economic assessment of milk production and processing in the Northern region of Kazakhstan. The purpose of the study is to assess the economic feasibility, problems and opportunities in the dairy sector, with an emphasis on both milk production and its subsequent processing. By assessing factors such as cost of production, productivity, market conditions and value-added processing, the authors of the study seek to obtain information that could help in policy development, improve the efficiency of the industry and increase the economic sustainability of dairy farming in this region. To achieve the goal, it will be necessary to perform a number of tasks, namely:

To assess the current state of milk production:

• To assess the scale and structure of milk production in the Northern region of Kazakhstan.
• Identify the main milk producing regions and types of dairy farms (for example, small farmers or large enterprises).
• Analyze the key factors affecting milk production, such as farm management practices, livestock health, feed quality, and technology adoption.

Evaluate the milk processing sector:

• Study the scale and capacity of milk processing enterprises in the Northern region.
• Evaluate the effectiveness of processing technologies and the quality of processed dairy products.
• Assess the market demand for processed dairy products such as milk, cheese and yogurt.

By achieving these goals, the study will provide valuable information about the economic situation in the field of milk production and processing in Northern Kazakhstan, helping stakeholders make informed decisions that can lead to the growth and development of the industry.
