THE DEVELOPMENTOF INCLUSIVE EDUCATION IN KAZAKHSTAN
Abstract
One of the most urgent problems of the modern education system is the development of inclusive approaches to learning process. The concept of inclusive education was based on the idea of equal rights to education for all children, regardless of their physical, mental, intellectual, cultural, ethnic, linguistic and other characteristics, proclaimed in such fundamental documents as the Universal Declaration of Human Rights (UN, 1948), Declaration of the Rights of the Child (UN, 1959), etc.
Despite the fact that the recognition of equal rights to education and inclusion in a single social environment has determined the fundamental foundations for the development of education in the world, many practical issues of creating inclusive educational institutions have yet to be resolved. This is due to the fact that for a long time in the vast majority of countries of the world the idea of the need for a differentiated approach to education has dominated, which implies, firstly, separate education of healthy children and those with various developmental disabilities, and secondly, the specification of education regarding to the initial violation.
The idea of inclusiveness and justice is actively promoted in educational system of Kazakhstan.
