ANALYSIS OF THE DEVELOPMENT STRATEGY OF THE KAZAKH SCIENTIFIC RESEARCH INSTITUTE OF ONCOLOGY AND RADIOLOGY JSC IN THE CONTEXT OF THE SUSTAINABLE DEVELOPMENT STRATEGY FOR HEALTHCARE IN KAZAKHSTAN
Abstract
The institutional development of the Kazakh Scientific Research Institute of Oncology and Radiology JSC is inextricably linked to the transformation of state policy in the field of healthcare. Founded in 1959, the institute has evolved from a specialized academic institution into a leading national center, whose legal status as a joint-stock company (since 2018) now allows it to implement flexible corporate governance models characteristic of sustainable healthcare systems [1].
Strategic alignment with national priorities. An analysis of the current development strategy of KazNIIOiR JSC shows its close integration with key state programs, such as the Concept for the Development of Healthcare in the Republic of Kazakhstan until 2026. In the context of sustainable healthcare development, the institute's activities correlate with three fundamental vectors of the ESG concept:
- Improving access and early detection of cancer (S). The institute's mission is to reduce mortality through the implementation of a closed cycle of cancer care. This directly contributes to the achievement of the national goal of increasing life expectancy and reducing the burden of non-communicable diseases.
- Technological modernization and environmental safety (E). The integration of high-tech equipment (CT, MRI, linear accelerators) into the institute's strategy requires the implementation of radiation safety and energy efficiency standards, which is in line with the principles of “green healthcare.”
- Corporate transparency and digital transformation (G). The status of a joint-stock company obliges the institute to follow the principles of accountability and transparency in procurement procedures, which strengthens the institutional sustainability of the country's oncology service.
