DESIGNING A MODEL TO MEASURE STAKEHOLDER ENGAGEMENT EFFECTIVENESS: INSIGHTS FROM PUBLIC-SECTOR AGILE IT TRANSFORMATION

In this paper, a model for assessing the effectiveness of stakeholder engagement in Agile transformation processes in public-sector IT projects is developed and empirically validated. The study, which was carried out at JSC "National Information Technologies" (NIT) in Kazakhstan, used a two-phase methodology for gathering and analyzing data. It included interviews, surveys, process mapping (As-Is and To-Be models), and Agile performance metrics from Jira. Enhancing stakeholder communication, role clarity, feedback responsiveness, and cross-functional cooperation are the main goals of the study. Results show that after the model was put into practice, stakeholder satisfaction and project efficiency significantly increased. The suggested framework provides workable answers for handling stakeholder dynamics in digitally transformed regulatory public-sector settings.
