Inclusive education is a key direction of modern educational development aimed at ensuring equal access to quality education for all learners, including those with special educational needs. This study analyzes the development of inclusive education in both international and domestic contexts, focusing on Finland, the United States, the United Kingdom, and Kazakhstan. The research examines educational policies, teaching methods, and current challenges in implementation. The results show that inclusive education promotes social inclusion, educational equality, and student participation. However, its successful implementation depends on teacher training, infrastructure development, and social awareness. The study concludes that inclusive education is not only an educational reform but also a social responsibility aimed at ensuring equality and human rights in education systems.
