FUNCTIONS OF A MODERN HR MANAGER AND THE ROLE OF A STRATEGIC BUSINESS PARTNER
Abstract
Effective management of human capital in modern organizations is a significant challenge. This is the direct duty of the person responsible for the management of human resources, although this issue is often problematic. According to Dale Ulrich, the functions of modern human resources management are divided into three parts: administrative, operational and strategic, the effective implementation of which is a guarantee of the success of the organization.
In 2024, the functions of human resource management are actively discussed by researchers and practicing HR managers. According to the materials published by AIHR researcher van Vulpen, in human resource management, the HR manager has to perform such functions as: human resource planning, attraction/selection, performance management, training and development, career planning, industrial relations management, compensation and benefits, health and Security, relationship management, welfare and administration (Vulpen., V 2024).
Human resources management functions in Georgian organizations are sharply different from each other. We meet organizations where there are only administrative processes of human resources management, however, there are organizations where, along with the administrative functions of the HR manager, operational and strategic functions are also found. Based on our research, in the Georgian reality, HR managers have to plan and implement quite a variety of processes. It has been found that HR managers often have to do human resource planning to anticipate the future needs of the organization. In particular, depending on the organizational goals, how many employees the organization needs, with what kind of qualifications and experience, what should be the aspects of employment in his job position, as well as in what direction should his development take place, etc. Effective planning of human resources ensures achievement of organizational goals and increase in competitiveness.
