This paper presents an integrated methodological approach to the rational allocation of security resources and the design of access control mechanisms in .NET-based information systems. As digital infrastructures grow in complexity, ensuring robust cybersecurity while maintaining performance efficiency has become a critical challenge. The proposed framework combines risk assessment, asset prioritization, and adaptive access management to optimize protection strategies. Emphasis is placed on incorporating role-based access control (RBAC) and dynamic authorization models within the .NET ecosystem. Practical simulations demonstrate how the system responds to evolving threats while effectively managing computational and human resources. The study contributes to improving the resilience and scalability of enterprise-level applications by aligning security measures with organizational goals and threat landscapes.
