Abstract

This study analyzes the current state of the higher education system in the CIS countries using the example of Kazakhstan and Russia. The popular competency-based approach is considered. A description is given and the types of competencies for achieving learning outcomes in the educational program are given. An attempt has been made to formalize the description of indicators of achieving competencies through sets of knowledge, skills and abilities. The model also includes descriptors for characterizing knowledge, skills and abilities in the form of quantitative and qualitative characteristics.
