Labor potential of rural areas as an integral part of social policy of the Republic of Kazakhstan

Abstract

In recent decades, a number of studies considering the issues of modern theory and practice of increasing the efficiency of labor potential in the sphere of agriculture are particularly encountered.

Among them the works aimed at the development of labor potential, comprehensive coverage of the problems of the current state and identification of its theoretical and methodological problems are of significant importance.

Consideration of the development of the agricultural industry in conjunction with increasing the efficiency of labor potential is not only of interest, but also indicates that the results of scientific research, the viability of scientific and economic theories, is essential for further research.

The emergence of the concepts of «labor potential» and «human factor» is primarily the result of changes in the socio-economic policy of the state.

The most common category in the 60-70s of the last century was «labor force». In the 80-90s, the term «economic potential» was used more as a set of resources, used and unused opportunities accumulated in the production of material values. The concept of labor potential was also applied, which depends on the number of labor resources, age and gender structure, level of education.
