Abstract

At present, objective information about the national value and competitiveness of the state in the world is determined by the intellectual measurement of human capital. To achieve the highest level of competitiveness, it is necessary to use a modern and efficient education system.

The "Law on Education" of the Republic of Kazakhstan states that "One of the main tasks of the education system is the introduction of new learning technologies, informing education, and access to international and global communication networks." In the course of implementing these tasks, educational institutions and pedagogical science are currently developing new approaches to the philosophical foundations of education, the strategic directions of the education system, its purpose and content, and methods for its implementation.
