Abstract

The stage-by-stage decision-making model is indeed a widely adopted approach for managing large projects, especially those involving government participation. This model emphasizes structured progression through distinct phases, ensuring thorough evaluation and quality assurance at each stage.

To ensure quality in solving large\mega projects, particularly those with government participation, a two-stage decision-making model is commonly used. This model employs two primary methods: Quality Assessment and Expertise. Analysis of various international projects using these criteria has led to the identification of the best decision-making scheme for large\mega projects.
